When you mix oil and vinegar, they do not mix well together because oil and vinegar have different densities and are not miscible, meaning they do not dissolve in each other. This is why dressing made with oil and vinegar often require shaking or stirring to combine the ingredients before use.

If you mix water with both oil and vinegar, the oil will still separate from the vinegar and form droplets in the water. The water will not mix with the oil, but will mix with the vinegar to form a homogeneous mixture. This is because vinegar is an aqueous solution (i.e., a solution in water) while oil is not.
